I want to release a fleet of individually designed "flying eyes" into the Martian Grand Canyon (Valles Marinas). The vistas gathered from this Grandest Canyon will spark the imagination of everybody here on earth - and hopefully spurn us on to explore this beautiful planet.
The fleet of eyes will travel to Mars in an "ark". Each eye will be sized to say 2"x2"x2". The ark would have 360 seats. One simple ark design is a 15x6x4 box. Another design, since 360, would be a "circular ark", but possibly confusing - "Ark" vs "Arc".
For this, I'll stick with a "Shoebox Ark" 15x6x4. Here is an example. Each 15x6 "Floor" in "The Ark" would have a single 15x1 row reserved for the countries in the International Space Program. The ISS partners would build 4 flying eyes apiece, marked with their flag. The ISS partners would build 60 eyes in all, leaving 300. I'd reserve 200 commercial seats on the Ark. Each seat would cost $1 Million. This would generate $200 Million dollars and offset the total cost of $800 Million by 25%.
This leaves 100 seats. I think schools and universities, through contests, would take up 90 of the remaining 100, leaving 10. I'd let the President Of The USA divvy out the remaining seats. Here is my plug, "Mr. President, allow me to have one seat. It's been my dream to see the Valles Marineris. I think seeing the Martian Grand Canyon would capture the imagination of us humans like nothing since us seeing the blue marble from the moon."
I think decent money could be made by the company who captured the greatest views. Some might have extra sensors.
The first idea for a flying eye that I think of is a little dirigible with a camera that has a full view (up/down/sidetoside at any angle). My eye would work with virtual reality.
PS: I think prizes might be nice. Say $1million for the best science discovery, $1million for the best video through the canyon etc.

First, I'm going to miss you, Mr. President, when you leave. You've inspired me to be transparent with my small two-person micro company. You've inspired me to think big while small. You've given me the hope that I can write the President, be heard and give the whole world a gift.
The idea is simple - release a fleet of 360 mini-martian flyers with cameras (flying eyes) into the Valles Marineris. I think the views and science captured by this mission would be incredible.
Here's some detail:
* Total cost $600 Million ($800MIllion - 200*1Million(for commercial seats))
* Each flying eye will be say 2x2x2 inches (when stowed)
* There will be 360 eyes in the fleet
* The 360 flying eyes will be transported in a 15x6x4 box (an ark)
* 60=15x4 flying eyes will be made by International Space partners (4 Eyes for each agency)
* 200 seats in the ark will be for commercial/private purchasing at $1Million per seat
* 90 seats will be for universities and schools, gained by contests
* 10 seats will be chosen by the President personally
I now ask you, Mr. President, for one of the 10 seats. My small company will work alongside NASA JSC to create a virtual reality flying eye through the Valles Marineris.
