I read the official request shown below. They really want Dr. Robert T. McCall to do this "sole source" but "legally" have to solicit the general public and blood sucking contractors like myself to keep things "competitive".
You know... I think I just got "the stoke"... I felt it rushing through my veins... I will bypass the May 21 deadline (no choice there errr). I will fly high and above this DFRC. I will break visual continuity with the present works! NASA will NOT aquire this by FAR 12 and 13! I will NOT submit qualifications!
[SOLE SOURCE EXPLANATION] NASA/DFRC intends to purchase the item from Dr. Robert T. McCall. Dr. McCall has the unique expertise as a renowned artist and is a pre-eminent expert in communicating NASA Agency themes. He has been chosen as an artist for NASA, documenting the progress of American space history. Dr. McCall has done several other large paintings that are currently on display at this center, the Pentagon, the National Air and Space Museum, Johnson Space Center, and many others. He has technical familiarity with the subject matter and it establishes visual continuity with present works at NASA-DFRC.
[FOLLOW-UP AND LEGAL] The Government intends to acquire a commercial item using FAR Part 12 and 13.
Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 21, 2009. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
All responsible sources may submit an offer which shall be considered by the agency.

Yes...fly high above this DFRC...err...does that mean you are going to paint it? If so, then "Go Keith"! I also think you could do awesome paintings of Mars and other "NASA topics". Seems like there would be some local interest in paintings like that in your area too.
Not sure, but I woke up thinking about it again. I like the idea of breaking "visual continuity"... To me that's the bold step... a new vision.
I can't wait to see the painting!
